Subject: Technical Panel Structure

This memo has been designed to summarize the Skate Canada regulations governing panel structure at CPC events, both at invitational and qualifying competitions.

 

Invitational competitions:
For the complete Skate Canada regulations, refer to CPC Regulations, Section A - Paragraph 140

Any event using a Levels Base – Level 4 in singles, pairs, ice dance (including pattern dance events using key points) and synchronized skating

Note the following:


Invitational competitions:

  • Individuals who are responsible for structuring these panels are urged to always strive for Option 1 with a fully qualified technical panel. This is the preferred panel structure at Skate Canada events. It is understood, however, that in some situations a full panel may not be possible; therefore, sections and technical representatives are requested to structure panels with the best option possible given their situation. (I.e. Option 1 is most preferred, Option 5 is least preferred).

 

Qualifying competitions:

  • Individuals who are responsible for structuring panels are expected to create panels as outlined in Option 1 with a fully qualified technical panel. Options 2, 3, 4 and 5 are to be used in emergency situations only. If this arises at an event, a report must be filed with the Domestic Officials Committee. If a situation is foreseen that requires one of these options to be used, advance application must be made to the Chair of the Domestic Officials Committee.
  • Panels must remain the same for both segments in a qualifying competition event. As key points are not currently used for Pre-Novice dance, the technical panel can be structured per option 5 above, and consist of a complete panel per option 1 for the free dance.

All competitions:

  • In all options above, the technical controller or specialist must be qualified in the discipline in which they are assigned to officiate.
  • For all events using the One Level scale, a Base Level Technical Official (formerly Level 1 Technical Official) can be used in the role of either the technical controller or assistant technical specialist and for all options listed for these types of events.
  • For all non-qualifying and qualifying events, on panels of two where there is disagreement during review of a call, the technical specialist will determine final identification of the element.
